Update about planning and licensing at Buriton Manor

The Parish Council has received some updates about the Planning and Licensing situation at Buriton Manor including: outcomes of Appeals against the refusal of planning applications in January 2015; withdrawal of current Planning Applications; and the latest situation about the Review of the Premises License at the Manor Barn.

Outcomes of Appeals

There were three Appeals against refusals of planning applications in January 2015 and these were considered together by the Government's Independent Planning Inspectorate. In summary, the Inspector allowed the access track running to the south and east of the Manor House, an extension to Old Spot Cottage (with removal of nearby carport building) and works to the dwellings on the western side of the Courtyard (to add external staircases) but did not allow the parking for these cottages as shown on the proposed plans as this would have required further use of the access route through the car park. The inspector did not approve the proposed conversion of the old cart-shed / garage building into two new dwellings nor the conversion of Monks Walk into three dwellings. It is understood that the main issues that the Inspector had with the redevelopment of Monks Walk and the old garage building were the increase of vehicular activity through the car park access route, lack of turning facilities for refuse vehicles, landscaping between the garage buildings and the Monks Walk dwellings and the impact of the noise from the wedding venue on the northernmost dwelling being proposed.

Withdrawal of Planning Applications

Soon after these decisions were published in mid-December, one of the current Planning Applications was withdrawn by the applicant. This related to the conversion of Monks Walk etc: ie. the proposals which had been deferred by the Planning Authority at its meeting in July (SDNP/15/01636/FUL with SDNP/15/01637/LIS). Within the last few days, the other current planning applications (SDNP/15/04749/CND seeking the removal of conditions at the Manor Barn which currently limit events with amplified music to 60 days per calendar year etc and SDNP/15/04738/LIS seeking changes to the Listed Building to accommodate noise attenuation measures) have also been withdrawn. There are, therefore, no current planning applications at Buriton Manor.

Review of the Premises License

The District Council's Environmental Protection Department initiated a review of this license in November and it is understood that a public hearing will take place on Thursday 28th January (9.30am) in the Rose Room at Petersfield Festival Hall. This meeting was deferred / adjourned on 4th January and details ('Agenda Reports Pack') can be found via this link: http://easthants.moderngov.co.uk/ieListDocuments.aspx?CId=147&MId=1955 In a separate course of action it is understood that the District Council's Planning Enforcement Department is investigating complaints about alleged breaches of planning conditions (days and times of weddings with amplified music, number of events in a year etc).
